Dynamic image formats

Cobalt allows multiple formats to be automatically generated for each image that is published. Previously this process was done at publish time - from now on, these can be also generated at request time.

This allows several improvements:

• faster publication time
• improved storage usage: only the formats that are actually used will be generated
• improved management: new formats can be dynamically added, without needing to republish images

An admin panel is also provided in Swing - more info in the release notes!
